<p>President Obama and top Democrats are pushing a small business tax hike to fuel more government spending. But Congressman Boehner is fighting back. Boehner, a former small businessman, confronted the president yesterday at the White House and made it very clear: <strong>the Obama tax hike &#8220;will hurt small businesses, many of which pay income taxes as if they are a household.&#8221;</strong> The <em><a href="http://blogs.wsj.com/washwire/2010/07/27/obama-boehner-in-standoff-over-tax-cuts/">Wall Street Journal</a></em> reports:</p>
<blockquote><p>&#8220;The president met this morning with House and Senate leaders from both parties, and a big part of the conversation was on the tax cuts, all of which expire at the end of the year if Congress does not act. &#8230; Boehner, an Ohio Republican, and other GOP leaders say all of the Bush tax cuts should be extended while the economy is still struggling to gain altitude. …</p>
<p>“A former small-business man himself, <span style="text-decoration: underline;">[Boehner] quoted a congressional Joint Tax Committee study that found that half of all small business income would get hit by the president&#8217;s planned Bush tax-cut lapse</span>. Sure, the small businesses not making any money wouldn&#8217;t be affected, but the ones succeeding out there would.”</p></blockquote>

<blockquote><p>&gt;&gt; <strong>A new survey shows that <a href="http://www.resurgentrepublic.com/polling_analyses/14">73 percent of Americans</a> want to cut government spending, not raise taxes</strong>. <a href="http://www.resurgentrepublic.com/polling_analyses/14">Resurgent Republic</a> found that “[w]idespread opposition to tax increases is grounded in the perception that the federal deficit is driven by too much spending rather than too little revenue.”</p>
<p>&gt;&gt; <strong>A letter signed by <a href="../?p=1359">100 economists</a> argues that spending cuts are the best way to get the economy moving</strong>. Boehner presented this letter to President Obama himself.</p>
<p>&gt;&gt; <strong>Even the president’s chief economist, Dr. Christina Romer, thinks tax hikes will hurt economic growth.</strong> She wrote in <em>last month’s</em> issue of <em><a href="http://www.aeaweb.org/articles.php?doi=10.1257/aer.100.3.763">American Economic Review</a></em> that “tax increases appear to have a very large, sustained, and highly negative impact on output” and that “tax cuts have very large and persistent positive output effects.”</p></blockquote>

			<content:encoded><![CDATA[<p>Congressman Boehner has sponsored the <em>REINS Act</em>, legislation by Rep. Geoff Davis (R-KY) aimed at bolstering Congressional oversight of unaccountable federal bureaucrats and the jobs-killing regulations they impose.</p>
<p><strong>The <em><a href="http://nky.cincinnati.com/article/AB/20100726/EDIT01/7250333/Time-to-Rein-In-the-Rules">Cincinnati Enquirer</a></em> says the bill “would require Congress to actively approve any major new rule (one with $100 million or more annual economic impact) proposed by a federal agency before it can be enforced.”</strong> The <em>Enquirer</em> explains why these regulations – and increasing Congressional accountability for them – should concern tax-paying Ohioans:</p>
<blockquote><p>“<strong>They cost us money</strong>. This hidden federal ‘regulatory tax’ costs American people more than $1.1 trillion a year, according to a study commissioned by the Small Business Administration. This is over and above what we pay in taxes, and comes in the costs of complying with measures that aren&#8217;t even in the laws themselves.</p>
<p>“<strong>They are inefficient</strong>. Regulatory agencies naturally tend to write rules that will increase their power and keep them in business, perpetuating and growing their bureaucracy.</p>
<p>“<strong>They create uncertainty</strong>. Economic experts say the long delay and unknown details of final regulations forces businesses to postpone decisions on employment and expansion. That&#8217;s especially harmful right now, delaying the nation&#8217;s recovery. ‘<span style="text-decoration: underline;">The uncertainty is impeding investment and hiring</span>,’ writes Stanford University economist Michael J. Boskin.</p>
<p>“<strong>They usurp representative government</strong>. The <span style="text-decoration: underline;">real decision-making is turned over to agencies that Congress has no authority over</span>, with entrenched bureaucrats that even presidents can&#8217;t control. The health care reform law, for example, turns over power to the department of Health and Human Services to decide what kinds of health insurance plans are acceptable.”</p></blockquote>

<p>Sounds pretty straightforward, right? Well Boehner’s “read the bill” initiative is not without its detractors – in particular, powerful Democrats who have reveled in ramming massive legislation through Congress just hours after making it public. According to <em><a href="http://thehill.com/blogs/blog-briefing-room/news/110421-hoyer-ridicules-boheners-read-the-bill-initiative">The Hill</a></em>, <strong>House Majority Leader Steny Hoyer (D-MD) told reporters that posting bills online for 3 days before a vote is &#8220;unreasonable,&#8221; &#8220;not relevant,&#8221; and &#8220;not likely.&#8221;</strong></p>
<p>The Democrats in charge of Congress forced a vote on the trillion-dollar “stimulus” in less than 24 hours; same thing on the final version of their national energy tax, $500 billion “omnibus” spending bill, and more. They might think giving voters and lawmakers time to read legislation is “unreasonable,” but <strong>Congressman Boehner is working to change the way Congress does business</strong>.</p>

			<content:encoded><![CDATA[<p>Congressman Boehner held a “tele-town hall” meeting with local residents this morning to take questions and talk about solutions to the challenges facing Ohio and our country. The <em><a href="http://www.fairfield-echo.com/news/fairfield-news/boehner-gives-local-voters-glimpse-of-gop-controlled-house-823149.html">Fairfield Echo</a></em> did a quick story on the event, highlighting several of the questions and answers. For example:</p>
<p><strong>ON REPEALING OBAMACARE &amp; STARTING OVER</strong>: “Jane in West Chester Twp. pitched the first question: ‘What are the chances that when you guys take over the House, that you can reform the health reform bill that Nancy (Pelosi, current House speaker) put through?’ ‘<span style="text-decoration: underline;">I guarantee there will be a bill on the floor that will repeal the healthcare bill and replace it with common sense reforms</span>,’ Boehner promised, if they indeed take back the House. … He said there is bipartisan support to repeal cuts to Medicare, and if they can’t do away with healthcare reforms, they can cut the funding to hire people to run it. ‘<span style="text-decoration: underline;">They’re not going to get one dime from us to hire these new federal employees to run this</span>,’ he said.”</p>

			<content:encoded><![CDATA[<p>Several of the promises made by President Obama and top Democrats while selling a government takeover of health care have been proven false, strengthening Congressman Boehner’s fight to repeal ObamaCare and replace it with common-sense solutions that will lower costs for families and small businesses. For example:</p>
<blockquote><p>&gt;&gt; <strong>President Obama promised that “<a href="http://www.whitehouse.gov/the-press-office/remarks-president-health-insurance-reform-fairfax-virginia">If you like your doctor, you’re going to be able to keep your doctor</a>.”</strong> But Boehner highlighted a story by the <em><a href="http://www.nytimes.com/2010/07/18/business/18choice.html">New York Times</a></em> on <a href="http://www.facebook.com/johnboehner/posts/133505300018232">his Facebook page</a> today which outlines how, under ObamaCare, plans are being developed that “require participants to use a narrower selection of doctors or hospitals.” It says “<span style="text-decoration: underline;">[M]ore Americans will be asked to pay higher prices for the privilege of choosing or keeping their own doctors</span> if they are outside the new networks.”</p>
<p>&gt;&gt; <strong>Speaker Pelosi said ObamaCare is &#8220;about jobs,” and that it “<a href="http://www.realclearpolitics.com/video/2010/02/25/pelosi_health_reform_will_create_400000_jobs_almost_immediately.html">will create 4 million jobs – 400,000 jobs almost immediately</a>.&#8221;</strong> But the <em><a href="http://www.dispatchpolitics.com/live/content/editorials/stories/2010/07/19/employers-at-a-loss.html?sid=101">Columbus Dispatch</a></em> highlights today how ObamaCare’s new federal mandates, penalties, and taxes are hurting job creators. The Dispatch says “this poorly designed law” could discourage small businesses “from hiring more workers,” and that “[t]hey also might be inclined to lay off employees” in order to avoid steep government fines.</p></blockquote>
<blockquote><p>&gt;&gt; <strong>HHS Secretary Kathleen Sebelius said “<a href="http://www.reuters.com/article/idUSN0421749120100304">There will be no federal funding for abortion</a>.”</strong> But <a href="../?p=1367">as we noted last week</a>, and <em><a href="http://www.cnsnews.com/news/article/69559">CNSNews.com</a></em> reported today, “Maryland will join Pennsylvania as the second state to use federal tax dollars to pay for abortions under the new health care law signed by President Barack Obama in March, according to information released by Maryland’s State Health Insurance Plan.”</p></blockquote>
<p>But that’s not all. As the <em><a href="http://online.wsj.com/article/SB10001424052748704518904575365223062942574.html?mod=rss_opinion_main">Wall Street Journal</a></em> wrote on Saturday, ObamaCare also vastly increased the powers of the Internal Revenue Service (IRS):</p>
<blockquote><p>“[T]hose new duties include audits to determine who has the insurance ‘as required by law’ and collecting penalties from Americans who don&#8217;t. Companies that don&#8217;t sponsor health plans will also be punished. This crackdown will ‘involve nearly every division and function of the IRS,’ Ms. Olson reports.</p>
<p>“Well, well. Republicans argued during the health debate that the IRS would have to hire hundreds of new agents and staff to enforce ObamaCare. They were brushed off by Democrats and the press corps as if they believed the President was born on the moon. The IRS says it hasn&#8217;t figured out how much extra money and manpower it will need but admits that both numbers are greater than zero.”</p></blockquote>

			<content:encoded><![CDATA[<p><a href="http://www.detnews.com/article/20100715/OPINION01/7150336/1008/OPINION01/U.S.-Rep-John-Boehner--Spending-spree-won-t-fix-our-ailing-economy">Congressman Boehner</a> argues in a new op-ed that the trillion-dollar “stimulus” has only given America “[m]ore government” and “fewer jobs.” In fact, since the bill passed, “our economy has lost roughly 3 million private sector jobs while the federal government has grown by more than 400,000 jobs.”</p>
<p>John says this “isn&#8217;t the picture of recovery; it&#8217;s the epitome of failure.” That’s why Boehner is promoting a plan that would “boost the economy and put people back to work.” Here’s how:</p>
<blockquote><p>&gt;&gt; <strong>“Stop the taxing-spending-and-borrowing-binge and cut Washington waste”</strong>: Boehner says Republicans “have already identified $1.3 trillion in specific spending cuts (like canceling unspent TARP funds) that could be implemented right now to make Washington do more with less.”</p>
<p>&gt;&gt; <strong>“Stop job-killing tax increases”</strong>: As Boehner explains, we “need to prevent job-killing tax hikes that are set to take effect in less than six months.” Democrats have already admitted that they’re <a href="../?p=1327">considering raising taxes on the middle class</a> to fuel even more spending, despite <a href="http://www.lvrj.com/opinion/tax-hikes-coming-97218114.html?ref=114">the president’s promise</a> “not to raise taxes on any household that makes less than $250,000 per year.” We can’t allow that to happen.</p>
<p>&gt;&gt; <strong>“Provide small businesses with the certainty they need to get back on their feet”</strong>: The Democrats running Washington have caused <a href="../?p=1347">nothing but uncertainty for small businesses</a> – and ObamaCare is a marquee example. Boehner says “Republicans are fighting to repeal this government takeover of health care and replace it with common-sense reforms focused on lowering costs and protecting jobs.”</p></blockquote>

<p>When President Barack Obama speaks in Holland today, I hope that instead of trying to convince the people of a city suffering from 11.8 percent unemployment that our economy is &#8220;moving forward,&#8221; he will listen closely when they ask, &#8220;Where are the jobs?&#8221;</p>
<p>After all, Michigan is one of 48 states that have lost jobs since Obama signed the trillion-dollar &#8220;stimulus&#8221; into law amid promises it would create jobs &#8220;immediately&#8221; and keep unemployment below 8 percent. Since February 2009, our economy has lost roughly 3 million private sector jobs while the federal government has grown by more than 400,000 jobs.</p>
<p>More government, fewer jobs: This isn&#8217;t the picture of recovery; it&#8217;s the epitome of failure. To boost the economy and put people back to work, we need to stop the taxing-spending-and-borrowing-binge and cut Washington waste, stop job-killing tax increases, and provide small businesses with the certainty they need to get back on their feet. Last month, I handed the president a statement signed by more than 100 economists supporting this plan of action.</p>
<p>• Less spending, more jobs. Washington&#8217;s spending spree has gotten so out of control that Democrats have canceled the federal budget, an unprecedented failure of leadership. House Budget Committee Republicans have already identified $1.3 trillion in specific spending cuts (like canceling unspent TARP funds) that could be implemented right now to make Washington do more with less.</p>
<p>• Keeping taxes low. We also need to prevent job-killing tax hikes that are set to take effect in less than six months. Unfortunately, Democrats have indicated that that they intend to raise taxes on middle-class families &#8212; by how much, they won&#8217;t say, not until after the coming election. This abdication of leadership is a job-killer in and of itself: struggling small business owners can&#8217;t save or invest without knowing how much they will owe in taxes next year.</p>
<p>• Helping small businesses put people back to work. Having run a small business, I know the anxiety that comes with every burdensome mandate and tax hike handed down by Washington. President Obama&#8217;s new health care law is the granddaddy of them all. Here&#8217;s an example: The new law requires businesses to file a 1099 form for each and every purchase of goods or services of $600 or more per year from another entity. While large companies can afford to hire an army of lawyers to interpret these regulations and accountants to do all the paperwork, small businesses do not have the same luxury. Republicans are fighting to repeal this government takeover of health care and replace it with common-sense reforms focused on lowering costs and protecting jobs.</p>
<p>Americans should join us in building a more responsive government and a better country.</p>

			<content:encoded><![CDATA[<p><em><a href="http://finance.yahoo.com/news/Federal-budget-gap-tops-1-apf-3046787518.html?x=0&amp;.v=13http://finance.yahoo.com/news/Federal-budget-gap-tops-1-apf-3046787518.html?x=0&amp;.v=13">Associated Press</a></em> reports that “with three months still to go in the budget year,” the “federal deficit has topped $1 trillion” for the second year in a row – an unsustainable pattern driven by “<a href="http://online.wsj.com/article/SB10001424052748704738404575347302831199046.html?mod=wsj_share_digg">runaway government spending</a>,” according to the Heritage Foundation’s Brian Riedl. <a href="http://online.wsj.com/article/SB10001424052748704738404575347302831199046.html?mod=wsj_share_digg">Riedl explains</a>:</p>
<blockquote><p>“The fact is that rapidly increasing spending will cause 100% of rising long-term deficits.  … Using the budget baseline deficit of $13 trillion for the next decade as described above, CBO figures show spending surging to a peacetime record 26.5% of GDP by 2020 and also rising steeply thereafter. Putting this together, the budget deficit, historically 2.3% of GDP, is projected to leap to 8.3% of GDP by 2020 under current policies.”</p></blockquote>
<p>Riedl notes that the massive “stimulus” spending bill is partly to blame for the “trillion-dollar deficits beginning in 2009.” But as economist <a href="http://www.washingtonexaminer.com/opinion/columns/Obama-succeeded-only-in-creating-uncertainty-1000149-98361429.html">Thomas Sowell</a> argues, “the stimulus is not actually stimulating” and “the unemployment rate remains up near double-digit levels, despite all the spending…”</p>
<p>That’s why <strong><span style="text-decoration: underline;">Congressman Boehner is fighting to <a href="../?p=932">cut government spending</a> and <a href="../?p=871">help small businesses create new jobs</a></span></strong>. His goal is to implement reforms that boost our economy and help get control of the debt at the same time. <strong>Our 8th Congressional District – and Ohio overall – needs jobs, not more spending and more debt</strong>.</p>
<p>Unfortunately, the Democrats running Washington have no plan to create jobs and no plan to cut spending – <a href="../?p=1329">they don’t even have a budget</a>. Instead, they’re trying to deflect attention away from their failures by 1) attacking Boehner, 2) blaming Republicans for “stalling” their agenda (despite the massive Democrat majorities in both the House and the Senate), and 3) “<a href="http://online.wsj.com/article/SB10001424052748704293604575343262629361470.html?mod=WSJ_Opinion_LEADTop">planning an ambitious, lame-duck session</a> to muscle through bills in December they don&#8217;t want to defend before November.”</p>
<p>But John’s not letting them get away with it. In a press conference today, Boehner explained that Democrats are in trouble because their jobs-killing agenda is “the opposite of the what the American have wanted”:</p>

<blockquote><p><strong>BOEHNER</strong>: &#8220;The president says we&#8217;re moving forward but <span style="text-decoration: underline;">the American people are asking, &#8216;Where are the jobs?&#8217;</span> Democrats say they&#8217;re focused on jobs but they can&#8217;t even fulfill the basic responsibilities of governing like doing a budget or passing a troop funding bill to take care of our troops.</p>
<p>&#8220;They&#8217;re going try to do everything they can to make this election about us because they don&#8217;t want it to be about them. But it is about them. They&#8217;re the ones who voted to increase taxes. They&#8217;re the ones who voted for these trillions of dollars in wasteful Washington spending. It was their majority that imposed ObamaCare on our country. You can&#8217;t take the focus off them. They can try all they want; they&#8217;ve got big majorities in the House and Senate, they have the White House, and <span style="text-decoration: underline;">the policies they&#8217;ve pursued have been the opposite of what the American people have wanted</span>.&#8221;</p></blockquote>
