Letter to Strickland: Don’t Force Ohio Taxpayers to Fund Abortions

Ohio Republicans are asking Governor Ted Strickland to ensure that no taxpayer dollars are used to pay for elective abortions in our state. In a letter to the Governor, Congressman Boehner and other local lawmakers argue that “Ohioans were misled by the Obama Administration about the cost of the President’s health care legislation, and they cannot be misled again when it comes to this unconscionable use of taxpayer dollars.” Here’s more:

>> “Activists on both sides are gearing up for what looks like a long-ranging battle over elective abortion coverage in the high risk pools, a war that will likely spill over into other areas of insurance reform. Late Monday, Ohio’s Congressional Republicans wrote to Gov. Ted Strickland (D) urging him to ensure that ‘no taxpayer funds are used to cover elective abortions in Ohio.’” (Politico Pulse, Politico, 7/20/10)

>> “Your voice as Governor is needed to help ensure that not a dime of the $152 million in federal funds Ohio is set to receive for its high-risk pool plan goes toward covering abortions.  We ask that you assure Ohioans that Ohio will not seek to use funds from the President’s health care law to fund abortions.” (The Lie Is Up, Ohio GOP Congressman Warn Governor Strickland, National Review, 7/19/10)

>> “[I]n the absence of formal guidance from the federal government, they’re asking the governor to clearly spell out abortion coverage restrictions. … ‘Furthermore we respectfully request that you direct the Ohio Department of Insurance to thoroughly review its negotiations with the third-party provider your administration designated to run Ohio’s high-risk pool plan to ensure that the use of federal funds to perform abortions is clearly and definitively prohibited under any coverage.’” (Ohio’s Republican congressmen press governor to restrict abortion coverage in high-risk pool, The Hill, 7/19/10)

ObamaCare itself does not prevent tax dollars from being used to pay for abortions. That’s why, in light of recent developments in two other states where the Obama Administration approved plans that would allow such funding, Ohio Republicans are taking proactive steps to protect Ohio taxpayers.

Several of the promises made by President Obama and top Democrats while selling a government takeover of health care have been proven false, strengthening Congressman Boehner’s fight to repeal ObamaCare and replace it with common-sense solutions that will lower costs for families and small businesses. For example:

>> President Obama promised that “If you like your doctor, you’re going to be able to keep your doctor.” But Boehner highlighted a story by the New York Times on his Facebook page today which outlines how, under ObamaCare, plans are being developed that “require participants to use a narrower selection of doctors or hospitals.” It says “[M]ore Americans will be asked to pay higher prices for the privilege of choosing or keeping their own doctors if they are outside the new networks.”

>> Speaker Pelosi said ObamaCare is “about jobs,” and that it “will create 4 million jobs – 400,000 jobs almost immediately.” But the Columbus Dispatch highlights today how ObamaCare’s new federal mandates, penalties, and taxes are hurting job creators. The Dispatch says “this poorly designed law” could discourage small businesses “from hiring more workers,” and that “[t]hey also might be inclined to lay off employees” in order to avoid steep government fines.

>> HHS Secretary Kathleen Sebelius said “There will be no federal funding for abortion.” But as we noted last week, and CNSNews.com reported today, “Maryland will join Pennsylvania as the second state to use federal tax dollars to pay for abortions under the new health care law signed by President Barack Obama in March, according to information released by Maryland’s State Health Insurance Plan.”

But that’s not all. As the Wall Street Journal wrote on Saturday, ObamaCare also vastly increased the powers of the Internal Revenue Service (IRS):

“[T]hose new duties include audits to determine who has the insurance ‘as required by law’ and collecting penalties from Americans who don’t. Companies that don’t sponsor health plans will also be punished. This crackdown will ‘involve nearly every division and function of the IRS,’ Ms. Olson reports.

“Well, well. Republicans argued during the health debate that the IRS would have to hire hundreds of new agents and staff to enforce ObamaCare. They were brushed off by Democrats and the press corps as if they believed the President was born on the moon. The IRS says it hasn’t figured out how much extra money and manpower it will need but admits that both numbers are greater than zero.”

The simple fact is that Boehner and Republicans have better, common-sense solutions that will actually lower costs for families and small businesses, create jobs, and prevent taxpayer-funding of abortion. ObamaCare to Force Taxpayers to Subsidize Abortion in Pennsylvania

If you needed another reason to support Congressman Boehner’s fight to repeal ObamaCare, here it is: the Obama Administration has approved a plan that would force taxpayers to subsidize abortions in Pennsylvania.

The National Right to Life Committee explains in a release today how the Administration “quietly approved a plan submitted by an appointee of Governor Edward Rendell (D) under which” a taxpayer-subsidized health care plan “will cover any abortion that is legal in Pennsylvania”:

“The section on abortion (see page 14) asserts that ‘elective abortions are not covered.’  However, that statement proves to be a red herring, because the operative language does not define ‘elective.’  Rather, the proposal specifies that the coverage ‘includes only abortions and contraceptives that satisfy the requirements of’ several specific statutes, the most pertinent of which is 18 Pa. C.S. § 3204, which says that an abortion is legal in Pennsylvania (consistent with Roe v. Wade) if a single physician believes that it is ‘necessary’ based on ‘all factors (physical, emotional, psychological, familial and the woman’s age) relevant to the well-being of the woman.’  Indeed, the cited statute provides only a single circumstance in which an abortion prior to 24 weeks is NOT permitted under the Pennsylvania statute:  ‘No abortion which is sought solely because of the sex of the unborn child shall be deemed a necessary abortion.’

“As a result, ‘Under the Rendell-Sebelius plan, federal funds will subsidize coverage of abortion performed for any reason, except sex selection,’ said NRLC’s Johnson.  ‘The Pennsylvania proposal conspicuously lacks language that would prevent funding of abortions performed as a method of birth control or for any other reason, except sex selection — and the Obama Administration has now approved this.’”

President Obama and Speaker Pelosi successfully thwarted an amendment to their government takeover of health care that would have prevented taxpayer dollars from being uses for abortions. At the same time, they convinced a group of “pro-life Democrats” to abandon their principles and back ObamaCare anyway, clearing the way for its passage by promising a presidential “executive order” that would “eliminate the need for such an amendment.”

But the promise turned out to be phony. Congressman Boehner says “the Obama administration hasn’t lifted a finger to implement the executive order.” And National Review’s Kathryn Jean Lopez says that when Boehner asked Secretary of Health and Human Services Kathleen Sebelius about the executive order’s implementation…

“Sebelius eventually responded with a bit of a non-response response: She said the administration was working on guidance, no specifics. Boehner, I am told, subsequently raised similar questions with the president and got nowhere. Sebelius’s progress report on Obamacare last week mentioned nothing about it.”

This is yet another reason why Boehner is fighting to repeal this government takeover of health care and start over with common-sense reforms that will actually lower costs for families and small businesses.

For years, Washington has been thumbing its nose at the American people, arrogantly defying their will by spending taxpayers’ hard-earned money in ways they oppose. Now, courtesy of a report by the independent Government Accountability Office (GAO) requested by Rep. Pete Olson (R., Texas), the American people have new information about the extent to which this Washington nose-thumbing has included hundreds of millions of dollars in taxpayer subsidies for the abortion industry.

The GAO report shows that the federal government provided roughly $1 billion in taxpayer funding between Fiscal Years 2002 and 2009 for organizations that promote abortion as a form of family planning.  Nearly $660 million of this taxpayer funding has gone to Planned Parenthood, the nation’s largest abortion provider. This is an indefensible expenditure of taxpayer funds.

Sadly, federal support for abortion and the abortion industry is growing under President Obama and a Democratic Congress. Public opposition to taxpayer financing of abortion factored significantly in the intense debate over President Obama’s massive health-care overhaul. And thanks to the disingenuous way in which the White House and the Democratic congressional leadership thwarted enactment of the pro-life Stupak amendment, which would have barred taxpayer funding of abortion in Obamacare, the issue won’t be going away.

Rather than allowing the anti-abortion Stupak amendment to become law, President Obama issued an executive order purporting to eliminate the need for such an amendment. But as far as anyone can tell, the Obama administration hasn’t lifted a finger to implement the executive order, even as it forges ahead aggressively with implementation of the rest of the massive new law. I asked President Obama about this directly at the White House last week. Since then, however, there has been no communication from the White House about the status of his executive order.

Hundreds of thousands of Americans have gone to AmericaSpeakingOut.com to make their voices heard on the issue of federal support for abortion and the abortion industry. I encourage all Americans to use this tool to speak out.

I commend Representative Olson for requesting the GAO study and bringing this information into public view for the American people so they know how Congress is spending their money. I also commend our conference chairman, Rep. Mike Pence (R., Ind.), for introducing legislation that would prohibit the distribution of Title X family-planning money to entities that use abortion as a method of family planning. I have signed on as a cosponsor of Representative Pence’s bill.

I also believe we need to enact legislation to codify the Hyde amendment — authored by my friend, the late Rep. Henry Hyde (R., Ill.) — which would prohibit all taxpayer funding of abortion across the board. We must also repeal Obamacare and replace it with laws that will lower health-care costs and respect the sanctity of life.

It’s time for Congress to start listening to the people and stop forcing taxpayers to subsidize the destruction of innocent human life through abortion and organizations that promote it.

National Review Hails Boehner’s Principled, Pro-Life Leadership

A column by Kathryn Jean Lopez in National Review hailed Congressman Boehner’s leadership against the Democrats’ government takeover of health care, and in particular his stand against using tax dollars to pay for abortions. Lopez writes:

“In a speech to a conservative audience this winter, Boehner insisted that Republicans in the House wouldn’t ‘bend on . . . the issue of the sanctity of life.’ He explained: ‘In November, Republican lawmakers joined with some Democrat lawmakers to stop them from using any federal taxpayer funds from being used to provide for abortions in America. . . . We got some flak for working with the other side.’

That’s what you call principled leadership. …

“Boehner…not only did his job and kept to his word, but also confronted the president of the United States and other leaders of the Democratic party who consistently lied about the abortion content in the legislation they’ve now passed.”

Survey: Majority of Ohioans Oppose Government Takeover of Health care

According to a new survey by Ohio Right to Life, “a majority of Ohio registered voters oppose the current health care reform plan under consideration in Congress.” From the survey:

“The Wenzel Strategies telephone survey of 1001 Ohio registered voters found 52 percent of respondents oppose the national health care reform plan currently moving through Congress. Sixty-five percent of respondents oppose provisions for taxpayer funding of abortions included in any reform package.”

Congressman Boehner has been critical of both the House and Senate-passed versions of the Democrats’ government takeover of health care for several reasons, including their provisions that violate longstanding federal protections against using taxpayer funds for abortions.

On the other hand, according to Associated Press, the Republican health care alternative supported by Boehner “includes a permanent ban on any federal funding for abortions except in cases of rape, incest or threat to the life of the mother.” That bill would lower premiums for American families and small businesses while cutting the deficit. Congressman Boehner and House Republicans have crafted a 219-page common-sense alternative (read the text of the bill here) to Speaker Pelosi’s 2,032 page government takeover of health care. The Republican alternative will lower costs for families and small businesses, expand coverage, and promote healthy lifestyleswithout raising taxes or adding to the debt. Here’s how:

> > ENDING JUNK LAWSUITS: The New York Times reports that the GOP alternative will “limit damages in medical malpractice lawsuits” and limit the defensive medicine that drives up costs on everyone.

> > COVERING AMERICANS WITH PRE-EXISTING CONDITIONS. Under the GOP bill, all Americans, regardless of pre-existing conditions or past illness, will have access to affordable health care. By contrast with the Pelosi plan, the GOP bill achieves this goal in a manner that lowers health care premiums for American families rather than raising them.

> > ALLOWING SMALL BUSINESSES TO POOL TOGETHER: The New York Times says the Republican bill will “allow small businesses to band together and buy insurance” – the same way large corporations and labor unions do.

> > ALLOW AMERICANS TO BUY INSURANCE ACROSS STATE LINES: AP reports that the GOP alternative “allows health insurance to be sold across state lines,” thereby letting Americans shop around for the coverage that best suits them.

> > ENCOURAGING STATE INNOVATION: The New York Times says the Republican bill gives states the tools they need to “reduce the cost of health insurance or the proportion of their residents who are uninsured.”

> > NO TAXPAYER FUNDING FOR ABORTION: AP reports that the GOP bill “includes a permanent ban on any federal funding for abortions except in cases of rape, incest or threat to the life of the mother.”

> > PREVENTING INSURERS FROM UNJUSTLY CANCELLING POLICIES: The New York Times says Republicans “prohibit insurers from canceling or rescinding coverage after a person became sick unless the person had intentionally concealed ‘material facts’ about a medical condition.”

> > PROMOTING SAVING FOR LONG-TERM NEEDS: The Hill reports that the GOP plan “bolsters health savings accounts (HSAs)” by providing incentives for Americans to save and use HSAs to pay premiums.

> > ALLOWING EMPLOYERS TO REWARD WORKERS FOR HEALTHY LIFESTYLES: The Boston Globe reports that the Republican bill gives “employers greater flexibility to financially reward employees who adopt healthier lifestyles.”

As Boehner told Politico, the GOP bill “aims at driving down costs” because “if you drive down costs, you can expand access.” But because the Republican alternative supported by Boehner is focused on lowering costs, there are several things it does NOT do:

  • The GOP plan does NOT cut Medicare. Speaker Pelosi’s bill cuts more than $500 bill from Medicare over the next 10 years.
  • The GOP plan does NOT impose mandates on employers. Speaker Pelosi’s bill forces private employers to pay a new tax equal to 8 percent of their payroll if they don’t – or can’t – provide “government approved” health coverage – a plan that will destroy millions of jobs.
  • The GOP plan does NOT force seniors out of their current coverage. Roughly 3 million seniors – including thousands here in the 8th District – will be forced out of their current Medicare Advantage program because of cuts in Speaker Pelosi’s bill.
  • The GOP plan does NOT impose unfunded mandates on states. Speaker Pelosi’s bill would impose nearly $1 billion in unfunded mandates on Ohio alone, which has prompted Republicans across Ohio to urge Governor Strickland to oppose her reckless bill.
  • The GOP plan does NOT increase premiums on Americans. Speaker Pelosi’s bill raises premiums paid by seniors enrolled in both Medicare Part B and Medicare Part D.

Boehner wrote an op-ed for the Miami Herald in which he flat out admitted that “Republicans have a much better plan.” He says “the American people have made it crystal clear to Washington that what they want out of healthcare reform is a plan focused on reducing costs, not growing government” – and that’s exactly what Republicans are offering.

“If you misrepresent what’s in this plan, we will call you out,” President Obama warned in his health care address to Congress earlier this month.

Fair enough. But the President himself has made numerous claims during this debate that don’t meet the straight-face test.

When the President says that health care reform will not require anyone to drop their current coverage, he fails to account for an independent analysis by the Lewin Group showing that as many as 114 million Americans could lose their current coverage and instead end up on a government-run plan under House Democrats’ proposal (H.R. 3200.) Even the most conservative estimates say millions could be shifted to a government-run plan.

When the President pledges that reform will not add to the deficit, not even a little, he neglects to mention that House Democrats’ plan would increase the deficit by $239 billion over 10 years, according to the non-partisan Congressional Budget Office.

What’s worse, when the President insists that middle-class families won’t see a tax increase – as he did repeatedly during his recent appearance on ABC’s This Week – it’s as if he failed to read the health care bills altogether. On page 167 of H.R. 3200, the title of section 401 reads: “TAX ON INDIVIDUALS WITHOUT ACCEPTABLE HEALTH CARE COVERAGE.” The Associated Press didn’t mince words when it began a fact check piece, “Memo to President Obama: it’s a tax.”

If the President read these bills, he’d also find that his pledge to protect seniors’ Medicare benefits rings hollow. According to the nonpartisan Kaiser Family Foundation, House Democrats’ plan cuts Medicare Advantage programs by more than $172 billion.

As a result, six million seniors will be denied access to an affordable Medicare Advantage (MA) plan, including three million who will lose the plan they currently have, according to an analysis completed by Republicans on the House Ways & Means Committee. And that’s just the beginning. The House Democrats’ bill includes a total of more than $500 billion in Medicare cuts, meaning reduced benefits and fewer choices for seniors.

To be fair, there are areas in which the President has sought to make up for the shortcomings of Democrats’ costly government takeover of health care. It was encouraging when the President’s pledge to Congress that “no federal dollars will be used to fund abortions” was followed by a meeting at the White House with pro-life activists. It turns out, however, that the Administration would not commit to inserting a provision that explicitly excludes abortion from health care reform.

Thus, the status quo remains: House Democrats’ health care legislation would allow the U.S. Secretary of Health & Human Services to include abortion as a benefit in the government-run health care option.

It was also encouraging when the President assured law-abiding taxpayers that illegal immigrants should not and will not be covered under the Democrats’ health care plan. The non-partisan Congressional Research Service has confirmed, however, that there is no mechanism included in the House bill to verify that individuals are U.S. citizens or legal immigrants before they receive government benefits.

House Republicans offered two amendments in the committee process to correct this: the first would have prevented illegal immigrants from being automatically enrolled into Medicaid and the second would have required better screening for applicants for federally-subsidized health care to ensure they are actually citizens or legal immigrants. Both were rejected by Democrats.

These are just a couple of the many ideas House Republicans have offered to improve Americans’ health care. For instance, why not allow small employers to group together through national associations so they can buy health insurance for their employees like big companies and unions can today? Why not allow the American people to buy health care plans across state lines? Why not get serious about ending junk lawsuits and more importantly the costly defensive medicine that doctors are forced to practice?

We outlined these proposals in a letter to the President back in May and asked to sit down with him and discuss them. The response we received essentially said ‘Thanks, but no thanks.’

For his part, the President has talked about a “whole series of Republican ideas” being included in health care reform. This is just another myth perpetuated by the President, whose rhetoric simply doesn’t match the reality of congressional Democrats’ government-run health care proposals.

This isn’t about calling out President Obama for the sake of doing so. The American people deserve to know the unvarnished truth about the potential consequences of this costly government takeover of their health care. The President’s failure to meet this common-sense standard is yet another indication it’s time to hit the reset button and start over in a bipartisan way to achieve health care reforms hard-working Americans can support and afford.

Boehner: Americans Want Health Care Reform, Not Spin

Congressman Boehner wrote an op-ed for USA Today criticizing the President for trying “to spin the American people about the hopelessly flawed bill the speaker is seeking to pass in September.” Boehner debunks several myths about a government takeover of health care, noting that it will add to the deficit and kick millions of Americans out of the current plans. The Washington Times reports that “polls show there has been significant deterioration in the public’s once sizeable support for the administration’s reform plans as details emerged about what was in the pending House bill.” Translation: the more people learn about the proposal the more they oppose it.

In his op-ed, Boehner said “Americans don’t want a better sales pitch; they want a better plan to lower costs and improve the quality of health care”:

“Americans are frustrated and angry, and they don’t believe Washington gets it. It’s not just about health care, it’s also about out-of-control government spending that’s piling debt on our kids and grandkids. It’s also about jobs. Families and small businesses are struggling, and they’re rightly asking, ‘Where are the jobs?’ The last thing Americans want is more double-talk.”

Boehner also highlights the Republican health care solution which will lower costs and expand coverage without raising taxes:

“Republicans are offering better solutions that would make quality health care more affordable and accessible for every American. It’s time for President Obama to call on Speaker Pelosi to scrap this costly plan, start over and work with Republicans on reforms that reflect the priorities of the American people.”
