Boehner: We Need a Fresh Start Focused on Unshackling Small Businesses

Congressman Boehner delivered a major speech on jobs and the economy today where he outlined plans – including an “aggressive spending reduction” – to get our economy moving. You can watch Boehner’s full remarks here courtesy CSPAN.org.

The Associated Press quoted Boehner arguing that, “Endless spending sprees, entangled tax structures and bureaucracy run amok” are all “outgrowths of a tired, bloated and broken Washington.” Boehner believes that employers are afraid to invest in an economy stalled by the president’s economic stimulus package and hamstrung by uncertainty,” and that “‘[t]he prospect of higher taxes, stricter rules and more regulations has employers sitting on their hands…’”

Part of the solution, Boehner says, is “a fresh start focused on unshackling small businesses, unleashing the entrepreneurship of our people and helping families across this great nation realize the American Dream.” Boehner then outlined five key steps President Obama can take to help get our economy going and creating new jobs:

#1: CUT GOVERNMENT SPENDING TO HELP CREATE NEW JOBS

>> “House Minority Leader John Boehner (R-Ohio) on Tuesday called on President Barack Obama to fire Treasury Secretary Timothy Geithner and top economic adviser Larry Summers, extend the Bush-era tax cuts and commit to an ‘aggressive spending reduction program.’” (Boehner Calls on Obama to Commit to ‘Aggressive Spending Reduction’, Roll Call, 8/24/10)

>> “‘Republicans on the House Budget Committee, led by Congressman Paul Ryan, have already identified $1.3 trillion in specific spending cuts that could be implemented immediately. Republicans have also proposed establishing strict budget caps to limit federal spending on an annual basis. #2: STOP THE TAX HIKES ON FAMILIES & SMALL BUSINESSES

Kennedy. So let me be clear: Raising taxes on families and small businesses during a recession is a recipe for disaster — both for our economy and for the deficit. Period. In an op-ed for the Hamilton Journal-News, Congressman Boehner addressed the uncertainty facing private sector employers here in our district due to the jobs-killing agenda of President Obama and Democrats in Congress. He wrote:

“Recently I held a telephone ‘townhall’ to listen to concerns and answer questions from 8th Congressional District constituents. …

“One caller, Sara in West Chester, expressed her concern about the looming tax hikes that are scheduled to go into effect Jan. 1, hitting millions of American families and small businesses at a time when they can least afford it. Certainly, this is one of the most important issues currently before Congress.

Small business operators in the 8th District and across the country today are filled with massive uncertainty as they try to determine how all of the new government regulations and rules in Washington Democrats’ new policies — like ObamaCare — are going to impact them, and they don’t know what the tax rates are going to be. As a result, they are holding off on hiring. …

“Instead of continuing on with more of this tax-and-spend agenda, it’s time that Congress got serious about reducing the size of government, and providing the fiscal discipline that more than 100 economists say is needed to help small businesses create jobs and get our economy moving again.”

Boehner also appeared on Fox News Sunday to discuss the jobs-killing impact of President Obama’s spending spree and coming tax hike on families and small businesses, and to outline better ways to get our economy moving again. Here are some excerpts from Boehner’s interview:

Boehner said, “Let’s stop this stimulus spending that … is running up debt on the back of our kids and grandkids,” get rid of the wasteful Washington spending,” and “take away the uncertainty that is coming from this administration and this Democrat Congress, so that employers can reinvest in our economy.” And he said we need to “to keep tax rates low,” and make Democrats aren’t “going to increase taxes at a time when our economy is so weak.”

Boehner At the White House Speaks Out Against Small Business Tax Hike

President Obama and top Democrats are pushing a small business tax hike to fuel more government spending. But Congressman Boehner is fighting back. Boehner, a former small businessman, confronted the president yesterday at the White House and made it very clear: the Obama tax hike “will hurt small businesses, many of which pay income taxes as if they are a household.” The Wall Street Journal reports:

“The president met this morning with House and Senate leaders from both parties, and a big part of the conversation was on the tax cuts, all of which expire at the end of the year if Congress does not act. … Boehner, an Ohio Republican, and other GOP leaders say all of the Bush tax cuts should be extended while the economy is still struggling to gain altitude. …

“A former small-business man himself, [Boehner] quoted a congressional Joint Tax Committee study that found that half of all small business income would get hit by the president’s planned Bush tax-cut lapse. Sure, the small businesses not making any money wouldn’t be affected, but the ones succeeding out there would.”

Congressman Boehner held a “tele-town hall” meeting with local residents this morning to take questions and talk about solutions to the challenges facing Ohio and our country. The Fairfield Echo did a quick story on the event, highlighting several of the questions and answers. For example:

Boehner: More Spending Won’t Fix Our Economy

Congressman Boehner argues in a new op-ed that the trillion-dollar “stimulus” has only given America “[m]ore government” and “fewer jobs.” In fact, since the bill passed, “our economy has lost roughly 3 million private sector jobs while the federal government has grown by more than 400,000 jobs.”

John says this “isn’t the picture of recovery; it’s the epitome of failure.” That’s why Boehner is promoting a plan that would “boost the economy and put people back to work.” Here’s how:

>> “Stop the taxing-spending-and-borrowing-binge and cut Washington waste”: Boehner says Republicans “have already identified $1.3 trillion in specific spending cuts (like canceling unspent TARP funds) that could be implemented right now to make Washington do more with less.”

>> “Stop job-killing tax increases”: As Boehner explains, we “need to prevent job-killing tax hikes that are set to take effect in less than six months.” Democrats have already admitted that they’re considering raising taxes on the middle class to fuel even more spending, despite the president’s promise “not to raise taxes on any household that makes less than $250,000 per year.” We can’t allow that to happen.

>> “Provide small businesses with the certainty they need to get back on their feet”: The Democrats running Washington have caused nothing but uncertainty for small businesses – and ObamaCare is a marquee example. Boehner says “Republicans are fighting to repeal this government takeover of health care and replace it with common-sense reforms focused on lowering costs and protecting jobs.”

When President Barack Obama speaks in Holland today, I hope that instead of trying to convince the people of a city suffering from 11.8 percent unemployment that our economy is “moving forward,” he will listen closely when they ask, “Where are the jobs?”

After all, Michigan is one of 48 states that have lost jobs since Obama signed the trillion-dollar “stimulus” into law amid promises it would create jobs “immediately” and keep unemployment below 8 percent. Since February 2009, our economy has lost roughly 3 million private sector jobs while the federal government has grown by more than 400,000 jobs.

More government, fewer jobs: This isn’t the picture of recovery; it’s the epitome of failure. To boost the economy and put people back to work, we need to stop the taxing-spending-and-borrowing-binge and cut Washington waste, stop job-killing tax increases, and provide small businesses with the certainty they need to get back on their feet. Last month, I handed the president a statement signed by more than 100 economists supporting this plan of action.

• Less spending, more jobs. Washington’s spending spree has gotten so out of control that Democrats have canceled the federal budget, an unprecedented failure of leadership. House Budget Committee Republicans have already identified $1.3 trillion in specific spending cuts (like canceling unspent TARP funds) that could be implemented right now to make Washington do more with less.

• Keeping taxes low. We also need to prevent job-killing tax hikes that are set to take effect in less than six months. Unfortunately, Democrats have indicated that that they intend to raise taxes on middle-class families — by how much, they won’t say, not until after the coming election. This abdication of leadership is a job-killer in and of itself: struggling small business owners can’t save or invest without knowing how much they will owe in taxes next year.

• Helping small businesses put people back to work. Having run a small business, I know the anxiety that comes with every burdensome mandate and tax hike handed down by Washington. President Obama’s new health care law is the granddaddy of them all. Here’s an example: The new law requires businesses to file a 1099 form for each and every purchase of goods or services of $600 or more per year from another entity. While large companies can afford to hire an army of lawyers to interpret these regulations and accountants to do all the paperwork, small businesses do not have the same luxury. Republicans are fighting to repeal this government takeover of health care and replace it with common-sense reforms focused on lowering costs and protecting jobs.

Americans should join us in building a more responsive government and a better country.

Federal Deficit Tops $1 Trillion, Highlights Need to Cut Spending Now

Associated Press reports that “with three months still to go in the budget year,” the “federal deficit has topped $1 trillion” for the second year in a row – an unsustainable pattern driven by “runaway government spending,” according to the Heritage Foundation’s Brian Riedl. Riedl explains:

“The fact is that rapidly increasing spending will cause 100% of rising long-term deficits.  … Using the budget baseline deficit of $13 trillion for the next decade as described above, CBO figures show spending surging to a peacetime record 26.5% of GDP by 2020 and also rising steeply thereafter. Putting this together, the budget deficit, historically 2.3% of GDP, is projected to leap to 8.3% of GDP by 2020 under current policies.”

Riedl notes that the massive “stimulus” spending bill is partly to blame for the “trillion-dollar deficits beginning in 2009.” But as economist Thomas Sowell argues, “the stimulus is not actually stimulating” and “the unemployment rate remains up near double-digit levels, despite all the spending…”

That’s why Congressman Boehner is fighting to cut government spending and help small businesses create new jobs. His goal is to implement reforms that boost our economy and help get control of the debt at the same time. Our 8th Congressional District – and Ohio overall – needs jobs, not more spending and more debt.

Unfortunately, the Democrats running Washington have no plan to create jobs and no plan to cut spending – they don’t even have a budget. Instead, they’re trying to deflect attention away from their failures by 1) attacking Boehner, 2) blaming Republicans for “stalling” their agenda (despite the massive Democrat majorities in both the House and the Senate), and 3) “planning an ambitious, lame-duck session to muscle through bills in December they don’t want to defend before November.”

But John’s not letting them get away with it. In a press conference today, Boehner explained that Democrats are in trouble because their jobs-killing agenda is “the opposite of the what the American have wanted”:

BOEHNER: “The president says we’re moving forward but the American people are asking, ‘Where are the jobs?’ Democrats say they’re focused on jobs but they can’t even fulfill the basic responsibilities of governing like doing a budget or passing a troop funding bill to take care of our troops.

“They’re going try to do everything they can to make this election about us because they don’t want it to be about them. But it is about them. They’re the ones who voted to increase taxes. They’re the ones who voted for these trillions of dollars in wasteful Washington spending. It was their majority that imposed ObamaCare on our country. You can’t take the focus off them. They can try all they want; they’ve got big majorities in the House and Senate, they have the White House, and the policies they’ve pursued have been the opposite of what the American people have wanted.”

Last week, President Obama traveled all the way to Racine, Wisconsin – a city suffering from 14 percent unemployment – and used his time there to talk about me.  Of course, it’s easier for the president to attack Republicans than it is to come up with new excuses for his broken promises and failing policies.  For someone who asked to be held to the highest standard, President Obama spends an awful lot of time making excuses and whining about others.  The American people want leadership from the White House and a serious focus on job creation, not childish partisanship.

Instead, the President and Washington Democrats are doubling down on their ‘stimulus’ policies have been an even bigger failure than most people realize.  I recently released a report called “Stuck on Stimulus,” which contains some eye-opening figures: while the national unemployment rate hovers near 10 percent, African American unemployment is now 16.5 percent and Hispanic unemployment is 12.5 percent.

The ‘stimulus’ focused on expanding government, not creating private-sector jobs.  In fact, since February 2009, more than three million jobs have been lost in the private sector, but more than 400,000 federal government jobs have been added.  That’s not a recipe for recovery, and the American people continue to ask: “where are the jobs?”

While the rest of the world seems dialed in on the need to rein in spending and impose fiscal discipline, the spending binge from Washington Democrats continues.  Rather than face facts and make tough choices, they have chosen to cling cluelessly to their discredited ‘stimulus’ philosophy and have flat-out cancelled the federal budget for the first time in modern history at a time when a fiscal blueprint has never been more badly needed.

After yet another disappointing jobs report last Friday where we learned that our economy lost 125,000 jobs in the month of June, I released a new web video challenging President Obama to focus on Americans’ priorities.  The video, entitled “What About The Country, Mr. President? ,” features questions that I posed to the President regarding jobs, spending, the financial meltdown, and the Gulf oil spill.

Our economy will ultimately recover, but it will do so because of the hard work and entrepreneurship of the American people, not more wasteful Washington spending.  Republicans have proposed better solutions to cut spending now, help small businesses create jobs, and get our economy back on track.  Less spending, more jobs – it’s that simple.

Boehner: “It’s Time to Cut Spending” to Create New Jobs

Ohio in particular has been battered by the recession, suffering from a double-digit unemployment rate for more than a year and struggling with a gaping budget deficit. US News & World Report recently covered a letter signed by 100 economists who have an idea – they say Democrats’ “economic stimulus has failed and that ‘immediate action is needed to rein in federal spending’” to create new jobs.

Congressman John Boehner, who is leading the charge for reforms that will jumpstart the economy in Ohio and across the country, told The Michael Medved Show yesterday that “it’s time to cut spending.” But Democrats aren’t listening. They’ve even canceled the budget for the year. Here’s Boehner:

BOEHNER: “Listen, I ran a small business, I met a payroll, I understand about having a budget. And when times are tough it’s more important to have a budget, not less. And here the Democrats are, they have no budget. They have no plan to control spending, no plan to create jobs, nothing. And what they did last week in this supplemental spending bill for our troops was they ‘deemed’ the budget passed. They didn’t pass a budget, they just ‘deemed’ a budget to have passed so they can continue to spend and continue to borrow.” [LISTEN]

BOEHNER: “It’s time to cut spending.” [LISTEN]

Instead, as John noted in post for TownHall.com, Democrats are focused on attacking Republicans and ramping up the same kind of “stimulus” spending that’s already failed us:

Boehner Exposes Democrats’ Backroom “Scheme & Deem” Spending Plan

Democrats canceled the federal budget for the year but that isn’t stopping them from spending our money – or, more accurately, borrowing money to the tune of 43-cents out of every dollar spent.

In a nod to their previous attempts at “deeming” controversial legislation as “passed” without actually voting on it, Democrats have cooked up a scheme whereby they can keep spending, taxing, and borrowing by simply pretending to pass a budget. Congressman Boehner called them on it in a press conference today:

Even Democrats admit it sounds crazy. The Democrat who heads up the appropriations committee, retiring Chairman David Obey (D-WI), says the plan would “deem as passed the budget resolution which they have not been able to pass.” Or in other words, according to Obey, “the rule says ‘Let us pretend that in spite of the fact that the Congress hasn’t passed its budget, it has.’” Rep. John Dingell (D-MI) says the scheme “allows the House to pretend it has adopted a binding budget resolution…”

This is just another part of a pattern of behavior by Democratic politicians who treat taxpayers as little more than ATMs.
